Vigorously promote central heating by combined heat and power, and continue to provide industrial waste heat and central heating for large-scale regional boiler houses. Implement the replacement of small scattered coal-fired heat sources, encourage the use of solar + wind energy and multi-energy complementary clean heating, and promote the clean transformation of coal-fired heat sources. By the end of 2025, Hohhot, Baotou, and Wuhai cities, where the ambient air quality did not meet the standard, further increased the elimination of coal-fired boilers.
